John Deere 40 rocker arm removel

I have a John Deere 40 with a frozen engine I've tried all the penetrating oils and diesel no luck.i want to pull the head but the rocker arm ***. Won't come off the front is loose but the back seems to be stuck it's the one with the oiler any ideas?

How about trying to double nutting, and lock them together, and try to back the back stud out a bit. Maybe working it back & forth, or just completely remove it. Just have to torque it back to specs when you put it back together.

Probably have to adjust the nuts accordingly to get the hex to align, to get on the bottom nut with a wrench. Just go kinda' easy and don't horse it, and twist it off.
