TG1860 electical problem?

I have TG1860 and it won't shut off unless I kill the fuel solinoid manually. I also cannot turn on the pto,lights or any thing.Could this be a short or blown fuse or does it have something to do with the electrical box on the left side?

I believe I have seen some posts about this problem with the BX series, and it is typically just a blown fuse.
