Kubota ZG222 Questions

Recently purchased a used 2009 zg222 with pro deck with about 20 hours on it.

It seems to surge a bit when at full throttle, looking at the throttle linkage when running the actial cable is connected to a spring affair that doesnt do anything unless the machine is running then seems to use some sort of vaccume to control throttle? Deffinatley not a direct link?

It deffinatley doesnt seem like it goes 9 MPH and if I manually move the throttle linkage after the spring it will rev way up. I have read some info on adjusting the govenor a bit but dont know how.

Also the hydraulic lift seems great except it seems like every time the deck is lifted it locks the deck and the only way to lower is to move the lock lever down. The lever is not in the up position but in the middle. Is that how its supposed to be?

Not positive but the surging sounds like carb needs cleaning. Sorry , I don't know about the deck operation
