After he left I drove the tractor around and low and behold.... it didn't show the correct RPMs. At full throttle it was at 1700RPMs, it doesn't even get to the 540 PTO range.
I called him back and they said they would look into why that may happen.
I'm close to asking them to drag it back to their shop and bring it back when everything is working correctly.

Scott, I know absolutely nothing about your tractor model, but do you know what drives your tachometer? The reason I ask is just that this reminds me of when I bought a new 1962 Austin Healy Sprite and after a few months, it got to where the tach would start up from idle when I took off, it would go to about 2k
rpm, then just hang there, even when I was still accelerating. Then a few seconds after I quit accelerating, the tach needle would suddenly jump forward. The dealer ordered a new tach and installed it, and it worked just like the old one did. And then they checked the tension on the fan belt, tightened it a bit, and fixed the problem. The tach was driven off the back of the generator, so the only problem was a slipping fan belt.
