I just want to thank you all for your comments.

I figured it probably should have a built-in Over Running Clutch. But, with the tractor engine off, and the PTO and transmission in gear, I cannot hand turn the PTO shaft in either direction. But, it does free turn with the clutch depressed. I guess I'll find out for sure this weekend.
