Need help with governor adjustment

I enjoy the forum and have learned lots here.
I just purchased a 1970, 135 with 1,000 hours on a Perkins 3 cylinder gas. It has been well maintained, always garaged, and starts and runs great. It does leak oil from the flywheel housing weep hole, so I assume the rear main seal is bad. The leak is small and should not affect the clutch. Is there any problem with leaving the old seal in and just adding oil as needed?
So far I have only used it to power a 4ft bush hog, which is small for the 135. The RPM seems to be low at top end (full throttle). It runs smoothly, with no smoke, and has good power. Top RPM is around 1,500 with a load or with no load. I've read that the top RPM should be more like 2,200 RPM.
Does the governor have an adjustment device? Power is good and the governor maintains good RPM under load but it seems the RPM should be higher. The carburator, distributor, timing, etc seems to be correct and it runs smoothly at all RPM.
