Problems Reinstalling MF-50 Governor

I took lots of pictures when I disassembled the Z-134 in my MF-50, but I have a problem I did not document. I replaced the camshaft ( worn out) and the camshaft gear( worn out). The crank gear did not look too bad and did not want to come off. When I put the new cam gear on, everything was nice and tight. When I went to reinstall the governor, I noticed there was a notch for it to engage the key on the camshaft; however, the key does not come out that far, so it does not engage. When I looked at the old cam, it looked as if (from the wear marks) that the key did not engage the governor there either. The slot looks the same. Any ideas?
