Air carbon arc cutting is what I would do. You can remove the weld and pull the part out without damaging the bucket I takes a little practice but it's easy and once you get good at it it moves quick

You talking about the two brothers? I watched it and the seal was dry. It should be oiled. All air filter seals should be greased or oiled. Anyone that thinks otherwise needs to educate themselves
