The pedal under your right heel is the differential lock. When you step on it you lock up the differential so that both rear wheels turn at the same rate.

Boy i learned something on my s650 i thought that pedal engaged the pto so now the question is what makes the pto turn?

the pto is engaged by a lever on your left back ,behind where the stock battery would be[in that general area] and it should be a 2 speed pto ,around 750 for high and 550 for low, these are just guesses and may be higher or lower .
