I have a 1952 Ford 8-n tractor with a positive ground. When ideling the tractor puffs white smoke, while under load the smoke goes away, why?

'white' smoke generally is steam, and can mean a blown head gasket or worse.. like a cracked block or head.

is there water ( emulsion) in the oil.. or oily sheens in the radiator water?

since you posted she is hard to start cold, this is a good place to start with a compression test.. might have a blown head gasket and geeting leaks between 2 cyls.. making her start rough, blow steam .. etc.. look for steamcleaned spark plugs.

how do u fix the problem if these condensation in the fuel tank?

keep the tank full.. less surface area and air volume for condensation.

and any water that does form usually makes it to the sediment bowl.. and should easilly be seen... bowl is made to be dumped to clean.
