Ford TW-30 3 point lift acting strange

My TW-30 overreacts to up and down movements of the 3ph control lever, and it won't go all the way up with a load. It will go all the way up without a load.

I think it's in draft control mode. Anybody know how to set it for position control not draft control? I've tried the selector lever on the console but it doesn't make any difference.
