    Default Edit thread name?

Is there a way to edit the name of a thread I started?

Once upon a time I can remember clicking on the "forum rules" at the bottom of the page for answers to these types of questions. But now when clicking on "forum rules" the response is:
Oops, The Page You Are Looking For Cannot Be Located.

How do you get ahold of them? I would hate to start another new thread just to add something to the name. Current name "How do you like your beef?", modification "How do you like your beef? (PNW Picnic)". After I started it, it dawned on me that I should have put slightly more info into the title.
