Is synthetic oil synthetic or not?

Yet another post in a separate thread states that "synthetic oil is just highly refined dino oil". I think this is incorrect but why would people keep posting that statement? I see oils marketed as full synthetic or partially synthetic and that makes sense. Who knows for sure? Is synthetic oil synthetic oil or not, yes or no?
