Just bought 1710. With motor off, PTO engaged, shaft will turn clockwise but not to the left. On my 1920 and 2110 Fords, PTO engaged and motor off, the PTO will not move at all. I know the 1920 and 2110 both have two clutch plates. Not sure of 1710 but acts like single plate clutch. Tractor and PTO move at same time. Front loader mount won't let me look into clutch housing. Is this normal or might I have a clutch / PTO problem? Have not driven single clutch tracter since raised on family dairy in the 1960's Thanks. John A

Most Ford/New Holland tractors with transmission driven PTO have an internal one way sprag clutch that acts like an external ORC (over running clutch). Your 1710 is acting normally.
