Jelled fuel can appear as liquid-- #2 fuel contains a percentage of liquified parrafin, and when the temperature drops enough, the parrafin will start to "crystalize" in the fuel and plug your fuel filter. So even tho the fuel appears to be liquid, it still will not pass thru filter. That's why way up here in the northland, we always carry a spare filter with us in the
"big truck". As for the throttle being stuck-- check the cable linkage-- I'd lay odds that's the culprit.
