I'D GUESS I HAVE TWO OPTIONS --- TRY TO BREAK THE PTO CLUTCH LOOSE OR SPLIT THE TRACTOR. IS IT POSSIBLE TO MAYBE BREAK THE PTO CLUTCH LOOSE BY DEVISING A "FORCE BAR" TO THE PTO SHAFT AND WORKING IT BACK AND FORTH ?? HOW FRAGILE ARE THE GEARS --- WOULDN'T WANT TO DO MORE DAMAGE THAN GOOD ??

starting under a pto load with clutch pressed should handle the force bar issue. IE. the shock load of starting is likely better than you can do with a bar with respect to not breaking something.
IE.. I pop stuck bolts loose without breaking them with an impact gun.. if I use a breaker bar I generally twist stuff off.. etc. it's that shock load.. etc.. that helps out..

THANKS FOR ALL THE INFO !! THERE IS A WORLD OF KNOWLEGE OUT THERE.
I FINALLY SOLVED MY "STUCK PTO CLUTCH" PROBLEM.
I WAS ADVISED TO TAKE IT TO OUR LOCAL JUNIOR COLLEGE THAT HAS A FARM IMPLEMENT CLASS. PRETTY IMPRESSIVE I MIGHT ADD. THEY PUT THE OL' FORD PTO ON A "DYNO" --- LOADED IT DOWN AND BROKE THE CLUTCH LOOSE. IT WAS A "NO CHARGE" BUT I DONATED $100 TO THERE SHOP. REALLY CHEAP CONSIDERING WHAT IT MAY HAVE COST ME FOR A MECHANIC.

gld to hear you got it unstuck.
yep.. a variable dyno is a good safe way to apply a load to a pto if you suspect a stuck pto clutch..
