Look at Gemplers, they have these things called tire liners, they are heavy pieces of rubber that go between the tube and tire that are designed for just such a problem.

Gemplers may well be the proper liner, but what I've seen on highway department mowers is adding metal flashing between the tube liner and the tire. As we all know, highway department mowers run over everything from broken glass to metal parts on the side of highways and in ditches. The flashing method does work!

I once had a similar problem as you with thorn bushes. I'd end up with 12 or 15 thorns in my front tires every morning. That gets old real quick, not to mention the expense and time. So I used the metal flashing method until I got a chance to buy a pair of 14 ply aircraft tires. The tire shop also had 18 ply, in case the 14's didn't stop the flats. But the 14's worked just fine, no matter if I had air in the tire or not :)
