Satoh Beaver w/PR-1100 Tiller
Have a Satoh Beaver with PR-1100 Tiller where tiller is chattering under load. Vibrating violently and not turning.
Is there an accessible pto drive clutch for this tiller and where is it?
pto still turning, horizontal shaft still turning.
Is clutch under chain drive cover?

Clutches or sheer pins are usually on the PTO shaft or where the PTO connects to the gearbox. You can see where the motion stops. Your assessment of "violent" is probably correct & is the result of parts busy turning themselves into metal shavings.

Crack it open & see what you broke.

Yeah I'm used to seeing clutches up top on tillers, but this has none out in the open,
and only drive accessible at all is a chain housing on the one side, so will have to try there.
Not expecting a wet clutch though.

If there is no clutch, or at the bare minimum a sheer pin on the PTO shaft, that would explain the next weakest link breaking. I'm 99.9% sure you arent going to find a clutch or sheer pin in the chain case on the side.
