newbie here ,can anyone help with a lazy 4 in 1 bucket .will not open when bucket is parallel to the ground ,only when tilted downward ?

Sounds almost like you are not getting enough hydraulic flow to it.

Like Dave wrote-sounds like not enough flow. Does the tractor lug at at all while you are trying to close it (like a blockage)? Could be a bad QD, or the diverter valve is not working properly.

Could be a bad hydraulic cylinder!! Not enough power to open the bucket. How old of tractor and how much time on it???

If the loader arms and bucket works then it sounds like a split or leak in the hoses/lines to the claw cylinders. You won't see leaks unless the cylinders are under pressure so you probably wont see them if you are sitting in the seat. Get someone to operate the claw while you look for leaks or loose nuts. But be very careful. Wear safety glasses and keep hands away from possible leaky spots. High pressure oil can pierce skin and cause very serious blood poisoning.
