JD 2440 Hydraulic lift problem

John Deere 2440 tractor 3 point lift only lifts at high RPM's after reaching operating temperature, what could be causing this problem?

What is the history of the tractor? age, last oil change, when did it start the problem, anything related that you can think of, oil pressure check?
