pto brake repair for ford 1910 tractor

I am looking to purchase a ford 4x4 diesel 1910 tractor. It has 2900 hrs. The pto brake doesn't work. The owner says the pto doesn't stop when you press in the clutch. How big of a deal is repairing something like that? I know more info is needed. But what price range could I be looking at to repair it? It sounds like the clutch does work for changing gears. I wood also be looking to install a front end loader for it. It has the joy stick and plumbing for it. Can the tractor be operated with the brake not functioning? The owner states he would start it with the pto engaged. It has a woods mower mounter under the belly. That sounds funky to me. The price sounds fair. Thanks for your advise. Tom

There is no PTO brake. The tractor has a clutch problem. The PTO disc is either stuck, or the transmission disc is worn, affecting the PTO clutch.

Is their an inspection hole so I can check the transmission disc for wear? Tom
