I have a JD lawn tractor that has only about 20 -30 psi compression, pulled the head and I cant see too much wrong with it asice from average wear. my question is can the steel valve seats on this engine be the cause? can they get loose? it is a Kawasaki 460V engine.

You can check your valve clearence. They need to open and close properly to give you the right compression. If you put it on compression stroke you can check with a feeler gauge. Set them within specks then check compression.
