Have eXmark TR-20 KC mower that blows fuses when engaging the PTO. Technical question for out there; if both wires to the electric magnetic clutch are disconnected, should there be any continuity between either wire and the body of the clutch. My scence tells me that since mine has continuity between the hot lead wire and the body of the clutch, that this is the short.

No there should only be continuity between the two wires. Continuity to the clutch frame indicates the windings have shorted to the frame.

When installing the new clutch there should be instructions on how to properly adjust the air-gap. When this air-gap gets to large the coils overheat and melt the insulation of of the coil windings and cause them to fail.
