Old steiner tractor hydrolic oil balance

I have an old steiner. Older than a 420. I replaced a hoze which went from the front trans to the back trans. I replaced the oil. Now the back transmission is lock up. I have been told to open the vent. I cannot find the vent.

The vent may be at the front axle. my 415, and 430 steiners have a pet cock above the front axle.
What I would like to know is how do you refill the hydraulic system once you replace the hose that goes from front to back.

I put 5 quarts in the front axle and filled the rear axle. That's what the manual said to do.
