kubota 3710 float detent reassembly???

had a problem with float sticking badly, found out about the water/rust problem in the cap so i removed the cap sure enough everything in there was rusty/sticky so i cleaned the ball beaarings and the detent sleeve. when i reassembled , now it will not stay in float at all, so ordered the correct detent kit from Kubota thinking maybe the parts were worn, reassembled again , same result, no detent, im pretty sure i assembled correctly i have the parts diagram looks pretty streight foward but something isnt right, seems like something has to push down on the large ball at the top of the spring to give the small balls enough outward pressure to catch ridge, (my valve is mounted so the detent cap is at a upward angle), any help would be greatly appreciated, seems like im missing something simple, thanks..
