What's the best way to troubleshoot this problem?

Both the 3 point and FEL on my B8200 have started to operate very jerkily, slowly and with little power. I checked the dipstick and the fluid level is OK and the fluid looks fine. I also hear some pulsing in the hydraulics when I try to use the 3 point or FEL. The problem started about a week ago without warning after the tractor had been idle for several weeks.

Andy,
I am not really familiar with your model of tractor, but the usual procedure is to check/change/clean any fliters or screens in the hydraulic system. Sounds like the pump could be starving for fluid because of a plugged filter or suction screen.
It could also be sucking air in somewhere around a loose fitting or something on the suction side of the pump.
