Default Monterrey Pine 15' high stump (removal)

I had a Monterrey Pine 24" dia./50' ht. cutdown; but they only cut it to 15' of ht. This was several years ago. The tree was leaning when it was reduced to 15'. The bark is falling off now, and dead of course, but my concern is will the tree decay from the top down with rot, or will it present future danger by decaying at the base and falling over? I am thinking about building a storage shed near that area, and need some of your opinions. Thanx in advance. This tree is in No. Calif.

Itll fall from the base/stump. Get somebody with a good sized tractor/FEL to reach up high and push it over.
