Only way I'm going to be able to get the concrete cheaper is they are going to pour it at the same time of my new house.

In NY if you have a concrete floor -makes it a permanet structure,
which means your taxes will go up.

I thought that was case everywhere. I know it holds true for both Michigan and Indiana.
