I just came across the following research report from UT-Austin regarding "Non-Traditional Soil and Aggregate Stabilizers" - http://www.utexas.edu/research/ctr/pdf_reports/7_1993_S.pdf

It did not specify the exact products used, but the categories of product tested includes the PolyPavement stuff.

To summarize - "These tests failed to show significant, consistent changes in the engineering properties of the test soils following treatment with the three selected products at the application rates used".

Note that the Army Corps of Engineers report on the PolyPavement website refers to the use of their product for dust control, not structural improvement.
