It doesn't surprise me at all that California requires fingerprints to buy ammo. I wouldn't be surprised it they apply that to spray paint, soon. Or any spray products, for that matter. They will require it to purchase gasoline, next, because of the pollutants! And then they will apply the law to vegetables because they give you gas!

Did you see that the gubenator's wife was photographed using a hand held cell phone while driving on several occasions.... a year after he signed a law that makes that illegal?

Why is it all the bad legislation in California starts in the Bay area and the greater Los Angeles area?

You have large, generally liberal big city politics legislating to a more conservative balance of the state. And, often that trickles out to the national level. Although Sacramento is the capitol, it is the large large big cities and counties that really drive things.

It seems to be happening in other states, but does not get the same attention. Portland, Oregon is driving state level legislation in Oregon; Chicago in Illinois.

Unfortunately, there is more and more legislation coming down that is statewide, that used to be taken care of at county level, and often at local jurisdiction level.

Not intended to be political, just a legitimate question.
