My HVAC worker friend found this way back in a tiny remote corner of an attic near a duct.

I believe the tool on the right would be used while splicing rope, not sure if the one on the left would be used for rope splicing though.

It's a rigging knife. Know any sailors?

The marlin spike (pointy tool) is used to get between ropes to loosen knots and tangles. The loop looks to be a shackle key, used to tighten or loosen shackle pins.

they are also known as "splicing fids" (tapered pointed tool)

Rus is correct. I have the identical knife. I purchased mine at a local chandlery about 25 years ago. A splicing fid is a different tool from a marlin spike. Fids tend to be straight with a hollow on the end opposite the point. The strand of a rope is inserted into the hollow and the fid is then pushed through the rope to "weave" the strands through the rope making the splice.
