What is this?

I found this in some tall grass. It's not that old, and seems to be meant to drag behind a tractor--but for what reason? Are you supposed to put weights on it, or does it just bounce along on the surface? What's it called?

after you plow and disc. or perhaps even use a tiller. you pull that to help drag clogs out. and at same time even the ground out.

Those points can get sharp after use. Don't absent-mindedly walk across it when the points are up, or leave it points-up with kids or animals around..
