    Looks like it, one for each fold-down side section.

    Looks like a little insurance or a reaction to a past incident
    where the sides dropped open and dumped a load.

    Hadn't thought of drop down side gates.

    It looked like someone was tying down the gravel.

    My guess would be that some rule-law, whatever, says that every load has to be strapped down to the car, NO MATTER WHAT.
