Default Children, tractors, and laws/regulations

There was a section on the front page of the Wall Street Journal this morning, 6/26/2001, that was talking about work place safety. Two paragraphs were about children and tractor/farm safety. The first paragraph was about a safety group, I can't remember if it was a private or government organization, pushing for child labor laws to apply to farms due the number of accidents involving children. The second paragraph was about a man who was operating a tracter with a "front end loading device." His boy was riding in the "device", fell out and was killed by the tractor. State authorities were thinking about filing charges.
