My guess is an underground fuel tank. If they use heavy oil they use hot water from the boiler to keep the fuel warm so it can be pumped to the boiler, therefore the pipe connections on it.

The plates I ordered were the full plate and were only $9 more. The partial plate is ok if you are welding to a bucket, but to make a trailer hitch or 3 pt. adapter I prefer the full plate.
