    With the independent PTO, disengaging the clutch does not stop the PTO shaft from turning.

    The PTO is independent, so there is no two-stage clutch. Just engage the lever, and it runs. I would think the brakes could be adjusted.

    You'll probably have to bleed the pump. Sometimes you can get lucky and it'll start. There's a bolt on top of the pump you loosen until fuel comes out, and then it's usually good to go.
