Yes, it does have a filter. I would say it would have a drain since there is a filter. I personally have never changed the tranny fluid. My dealer takes care of that when I get tractor serviced.

I usually get the "Tune Up" kit for Kohler Command Engines when I get ready for the season.
I use the Kohler brand oil. Seems to work fine. Never had anyproblems and I am at 540+ hours. I blow the fan and fins off regularly.

The 2186 came with a 20 HP Kohler in 2004. Choice of 44" or 48" deck. This was the model I was gonna get too. My 2518 is exactly like the 2186 with the Cast Iron tranny being the only difference.

I had that problem on my 2518-44. I had to have the the pulley's that are mounted on the front of the tractor replaced.
Also make sure you have the "twist" coming from the pto to the front pulleys...

The "standard belts" they use must be very cheaply made. I have replaced the PTO belt at least 3 or 4 times. Once was due to my own stupidity as I didn't have the twist on the front pulleys right....

I have had no problems with my Kohler Command 20. It runs like a top uses no oil and has been very reliable. I have never had any trouble with Kohler engines.
