So it's a hydraulic top link that you are trying to float? Does it have a lock valve on it like circled in the attached? If so, that does exactly what you describe. It will only allow oil to escape from one side if you push it in the other side. So you can't float it.

Do your SCV valves in the back have a black knob on the top? It may be set incorrectly for float. Some also have a flow control knob. If the flow is dialed way down, it will probably cause float resistance.
