ANSi standards require that any saw with less than 62 cc or 3.8 cu in, must have a safety chain installed when sold. You can do what you want after that. The reason that the dealer had him sign a waiver is because, if the guy goes out and hurts himself, he can claim that the dealer didn't educate him on the dangers of using that chain on his saw, and would probably win in court.

why would anybody want less then a 64cc saw i hate anything below 70cc they are to slow for me

Age, size, strength, comfort and a feeling of well being of the operator . All lending to less fatigue and more staying power. Also a big saw with a big bar will cut slower or as fast as a smaller saw with a smaller bar with the right circumstances. For instance, my old 257 with a 16" bar will cut a 15" tree as fast or faster than my 372 with a 24" bar. Technique also comes into play knowing to keep a saw right in its power band when cutting. Then there is modding of smaller saws to increase speed of cut. New saw technology also comes into play. Go try a new Husky 562 and then think if you need a 70cc saw. I hope this answers some of the "whys"

Same here--my 47cc 30 year old Stihl 028 is more than adequate for the 8 or so chords I cut per year. I've used neighbours' larger saws and much prefer mine. Mine also cuts as well as theirs. The majority of my cutting is is 6" to 18" birch, pine and fir. I don't need anything larger.

I also prefer semi chisel on my 20" 361 for the reasons you state. My i have 3 or 4 loops of full chisel for my 25" bar and 1 semi chisel. I only run RMF semi chisel full skip on my 36" bar MS660 because so many of the large trees i have cut up are hollow and full of crap which dulls a full chisel chain in about 1 cut. The dealer gave me an RSC chain on the 36" it sucked i had to go to full skip because the wood chips would wedge the bar into the tree
