"locked in " Do you mene in the running position ?
Dose your pto lever move forward(to the in position) and back(to the stop position )?
Dose the plunger for the pto move down(to the in position) and up(to the stop position )?
Or dose your pto turn when you start the engine and will not stop ?

I’m pretty sure I’ve had something wrong when it went back together as the valve was smooth as silk. I took the activating tong (Horseshoe shape) out on the install abs it’s bound somewhere. I do appreciate the help and I’ll post when I get time again to redo it. This ones simple I’m sure.

Look at the handbrake cable where the outercable mounts...the rearbolt has a step and the pto fork pivot on that. Sometimes that fork froze on that bolt. Be carefull not to brake anything

Then another thing... if the pto is half engage there is no oil going to lub the gearbox . Very importent so sort the pto asap before you have to overhaul the gearbox !

Got the PTO fixed up. All is good on the hydraulics with this old 1991 model. About time to swap this one out for a newer model as this one Owners a bit crusty.
