One line goes from the top of the fuel tank to the charcoal canister. One line from the canister to the air filter housing most of the time. the third is open to the atmosphere so fumes can be drawn into the intake from the canister to be burnt. It is normal for the canister to be mounted toward the bottom of the engine on small engines. This is not limited to California. It is a 50 state law where you cannot have gas fumes escaping into the atmosphere. Either have to have a line from the tank to the low vacuum side of the carb, or a charcoal canister fuel cap, or of a canister between the fuel tank and the atmosphere. Tier 3 emission standards for small engines. And just in case if raw fuel enters the canister is will cause the same effects as a plugged vent on a fuel cap since tier 3 fuel systems do not have vented fuel caps, except the problem is raw fuel normally destroyed the charcoal and requires replacement of the canister.
