What is the easiest way to make sure your turbo is working properly or at all on a tractor?

Yup, do that.
Drive em slow, they stay slow.

Then fit a pressure gauge or proper boost gauge (can also show vacuum) to the inlet and see what the gauge shows under load at PTO speed.
Can say many things to the initiated.

if the turbine wobbles the unit needs a rebuild.

If it blows black smoke you may have problems. Otherwise its probaly fine. A pressure guage is only going to show pressure under a load, such as plowing, mowing etc. It probaly will only show 1 or 2 psi at full throttle sitting in your shop. Wobble is bad. Lateral or "end" play is normal. Good luck with it.

It blows a little black when you first start it but not under load.

I will check for any wobble.

I will say that I have never heard any whine out of that tractor like you do out of some turbo diesels.

Depends on what engine you have.
Some turbo systems were built only to make up for what the MAP lost as a result of vacuum.
Lots of Diesel engines were not designed with forced induction in mind so very low pressure systems were used to help the engine breath better to gain fuel economy other than outright power.
If this is the case then you may not hear the turbo operating at all.
Anything over about 4 or 5 psi boost you might hear out of the exhaust under load.
Turbo's you can hear are boostin' pretty good?

when the tractor is cooled down remove the air pipe on the inlet side, rotate the vane with your finger untill it is turning freely then check for any play
