Rebar at the bottom provides the most tensile strength
Does not....rebar at base of slab is absolutely uselesss and provides minimal tensile strength. Thats just throwing it on the ground and wasting all that steel.

INSIDE the lower part, an inch or two up, is good. Rebar lying on the ground with concrete poured over is a waste of rebar.

For tensile strength, concrete below rebar adds no strength. You just need enough concrete around bar for bonding. I have seen many structures with no concrete under rebar due to delamination
