Ford 4000 1979 3 cylindre diesel.fuel pump issues 78-79 60hp

My friend unscrewed the fuel screw it seems under pump for a seal leak on his tractor and now runs to rich, how do you time the pin behind screw? he says pin will not turn, they are timed or something with info he got from a mechanic, mechanic said good luck, heres a few pics of it

What should I tell him to do?He said its still leaking fuel, Theres a specialist in fuel pumps 3 hours drive away, i guess il tell him to call them

The advance mechanism would make sense..
The thing about those pumps is, once u fix 1 leak, another will pop up..
Most shops won’t touch a
“minor repair”.. on a DPA pump.. & as long as you have it off, go thru it and be done..

I rebuilt all the seals and gaskets in my IH674 2 years go cost me 700, I guess thats his only option, my dealer would not touch it said they are complicated

I'm in canada , plus I did not take it apart because I never timed a diesel pump before on front of motor, Dealer said it was 250 to rebuilt but he took apart and shipped, my friend said he knows how to time the pump after rebuild ,il call him tomorrow kinda late here, thx for your time
