Kohler engine surging, seems to be governor

i have found on my engines surging most likely a stretched governor spring.

Another frequent cause is the engine is either starving for fuel or choking on excess fuel. Try going back to the factory settings for carb. If this is not possible use the carb screw to provide more or less fuel. Also, if possible, move the choke lever and try to detect a change in running conditions.

Sounds like the governor is fighting the fuel supply.
