3 point hitch arms stay up. When I push the lever to lower them, they won't come down. When I remove a bolt from the top cover the pressure releases and the arms come down, and when I start it up the arms go back up again so the pump appears to be okay. I didn't use the hitch all winter and it worked fine last time I tried it. What gives?

I don't know about your tractor... so just taking a guess. Most tractors have a knob under the seat (between your legs) for adjusting the drop rate of the three point hitch. Usually, wintertime you have big boots on and the knobs gets closed just by bumping into / hitting it a couple of times.

Don't know about the bolt you remove to release pressure.

I wish there were such a knob under my seat, but there isn't. The system has pressure, but it won't release to let the arms down.
