It has a hand clutch in addition to foot clutch. Hand clutch provides live power and live hydraulics while foot clutch stops everything. Hand clutch (oil bath type) is very robust as compared to most clutches. I currently own a WD 45 diesel in addition to other tractors. It sounds like you are talking about brake latch that locks in to right side of transmission.

Sounds like a pretty good deal. When I was growing up we had a WD (predecessor of the WD45) and it was a great tractor. It was also real easy to work on when necessary. You wouldn't want to try to run a round baler with it or anything but it worked great for a square baler and I'm sure it would work fine for the bushhog. I don't know if yours has a standard 3-point hitch on it or not, ours had the Allis-Chalmers 2-point hitch, which limited our implement selection a bit. We tended to use mostly towed/trailer type implements with it. If it has a 3-pt, then your only real limit is HP.
