Power steering probem - Ford 3000 diesel

One of the power steering tubes from the steering column to the right hydraulic unit broke. I had a new tube made at a local auto shop and installed it. The reservoir was refilled with fluid. Then when I started the tractor the steering moved compeletely to the left and locked up. Then, I can't turn the steering at all unless I shut the engine down. With the engine shut down I can turn the steering to center again, but when engine is started the steering again moves to the left and locks up. Any suggestions to deal with this problem would be greatly appreciated.

user Ultradog will have specific instructions.. but it woill probably be somehing like a bad/stuck ball/spring in t he valve ring.
