Hey folks, this is on a 64 Ford 2000 gas tractor w/manual steering. Need to know how far in the seal goes in gear housing for sector gear shaft? Have had a slow leak out the left side housing behind pitman arm. Pull pitman arm off and removed steering gear sector shaft assembly. Looking to install new felt dust seal, oil seal and o rings. However looking into the housing no old oil seal to pull out/show where new one goes? Old manuals show original build had a “packing retainer” and “packing” (seal) that have since both been replaced with (1) modern oil seal. Again looking into housing looks like the packing retainer and bushing are there but no packing or seal? Any help/advise appreciated.

Try this and see if it looks right. Without putting 9A through housing, slide 11 onto 9a followed by 10. Slide 11 snug against 10 and use sharpie pen to mark 9a at edge of 11. Remove all parts from 9a then insert 9a into housing. Hold 9a seated against housing and slide 14 onto 9a and mark edge of 14 on 9a. The area between marks is where seal should contact 9a. If it isn't obvious how deep seal needs to be driven into housing, hold 9a seated in housing then make a 3rd mark on 9a square with face on housing. From there you should be able to determine how deep seal need's driven into housing. I wager face of seal will be flush with face of housing when properly seated.
