Possibly some sort of clamp? Hard to tell from the pictures. What type of cultivator/who/when was it manufactured?

Its an older cultivator like the one pictured but not that exact one. A box of random parts and extra cultivator sweeps came with it. I don't think the parts in the OP have anything to do with the cultivator though.
